REGISTRATION INFORMATION

Rural Rental Housing Association of Louisiana Conference will be held May 2, 2024 and May 3, 2024 at the Paragon Casino Resort in Marksville, Louisiana

REGISTRATION POLICIES

Your 2024 dues must be paid to register for the convention. If your Project is not a current member of Rural Rental Housing Association of Louisiana and you are not an Associate member; you will have to pay the non member rate to register. Your attendance registration needs to be received by April 09, 2024. All registration forms must be accompanied by payment in full, or approved billing.

HOTEL ACCOMMODATIONS

RESERVATION PROCEDURE

The Paragon Casino Group Reservation Manager will establish your reservation procedure based on the following method: Individual Call Ins or Fax: Reservations are welcome by direct phone call to our special group reservations number at Paragon Casino Resort reservations office (800) 642-7777 and/or fax to (318) 240-6601. Please instruct your guests calling in for reservations to refer to the Rural Rental Housing Assoc. 2024 Conference - RURM30G, in order for their request to be handled as efficiently as possible. We have also provided (attached) for your distribution by mail or email a reservation form that can easily be faxed back to the Paragon Group Reservations department.

Reservation release date is: April 09, 2024

A charge of $30 will be added for a third person sharing a double room. Children 17 years and under may share the same room with parents at no additional charge. Please note that these rates are subject to local taxes, currently 13%. Guests will be asked to present a valid credit card or a $50 cash deposit upon arrival in order to provide them with charge privileges during their stay. As it is our desire to house each guest in a clean room, we recommend arrivals after our 4:00PM check-in time; checkout is 11:00AM. While every effort will be made to accommodate guest arriving before the check in time, rooms may not be immediately available. With specific knowledge of your VIP arrival times, we will do our best to assign rooms for early arrival to these guests. Regretfully, due to the nature of the hotel business, it is impossible to guarantee all guests an early arrival.

RESERVATION GROUP BLOCK RELEASE DATE

A credit card guarantee equal to the first night’s charge for each accommodation is due with each reservation request on or before the reservation release date of April 09, 2024, 21 days prior to your group arrival. The deposit becomes non-refundable if the guest does not arrive, or cancels less than forty-eight (48) hours prior to arrival. All unsold rooms remaining in your block after the above date will be returned to general inventory for sale. All reservation requests received after the reservation release date are accepted on a space available basis at the discretion of the group reservations manager.

As an expression of our interest in hosting this event, your special group rates available for the above dates will be: Sunday through Thursday

Pre‐registered attendees may pick up their packets from 4:30 p.m. to 6:30 p.m. on Wednesday, May 1, 2024. You may enroll on‐site during convention hours. The registration/information desk will typically be open beginning at 8:00 a.m. during the convention.

SPOUSE/CHILDREN’S PROGRAM

No formal spouse or children's programs are planned. To participate in convention activities, Spouse/children must be enrolled at the appropriate rate. A parent or guardian must accompany children at all times for RRHA events.

EXHIBITORS

Booths are available at a cost of $495 the entire trade show. Each exhibitor is provided one full registration with the purchase of a booth.

Full registration includes seminars, refreshment breaks, trade show, lunches, dinners, and other networking events. If a second, or any additional person in the booth, wants a full registration to all planned activities, the price will be $100. Set‐up personnel may gain entrance to the exhibition area beginning at 1:00 pm. on Wednesday, May 1, 2024.

Rural Development Multifamily Housing Temporary Exception to Tenant Recertification Requirements

Rural Development posted a recent Unnumbered Letter entitled, Multifamily Housing Temporary Exception to Tenant Recertification Requirements. Specifically, the Agency is waiving the recertification requirements for tenants whose household income, regardless of income type, has increased by more than $100 but less then $200. This is a temporary waiver that will be in place through calendar year 2023, expiring on December 31, 2023.

For background, on October 13, the Social Security Administration (SSA) announced there would be a 8.7% increase in Social Security and Supplemental Security Income (SSI) benefits in 2023. According to SSA, the benefits will increase by an average of more than $140 per month starting in January. The regulation at 7 CFR 3560.152(e) requires that tenant households must be recertified and must execute a tenant certification form at least annually or whenever a change in household income of $100 or more per month occurs. This temporary waiver will alleviate the unnecessary work for management companies and tenants to recertify in response to the SSI benefits increase.

Please note, during the waiver period tenant households must still be recertified annually or whenever a change in household income of $200 or more per month occurs. Additionally, the requirement that borrowers must certify for changes of $50 per month, if the tenant requests that such a change be made, is still in effect.

We want to thank those CARH members who also reached out to us when it became apparent there could be an issue regarding the increase in SSI benefits. We also thank RD for responding so quickly to the industry concerns.

Multifamily Stakeholders,

 

On October 13, 2022, the Social Security Administration announced there will be an 8.7% increase in Social Security and Supplemental Security Income (SSI) benefits in 2023.  The 8.7% cost-of-living adjustment (COLA) will begin with benefits payable in January 2023.  According to the Social Security Administration, Social Security benefits will increase by an average of more than $140 per month starting in January.  This increase is due in part to the current inflationary pressures on the economy and a demanding labor market that has dramatically increased salaries, also seen in HUD’s average increase of 11-12% in Area Median Income this year. 

Current RD regulation states: “7 CFR 3560.152(e) Tenant certification and verification indicates tenant households must be recertified and must execute a tenant certification at least annually or whenever a change in household income of $100 or more per month occurs.”  As this would mean interim recerts for most Social Security recipients, the Agency is developing a solution to align with other federal programs and prevent unnecessary work for management agents and tenants.  Please wait for further information before processing and submitting interim recertifications for January 2023 and beyond.  This does not apply to annual renewal certifications.
